Migration of Council’s Accounts System: Billing In the April Chronicle, we advised that the Council was in the process of moving over to a new IT system. Unfortunately, we did encounter technical issues, which caused some discrepancies in the billing. Please see the notice that was circulated and published in this regard. Notice-to-Industry-April-2026-Monthly-Returns.pdf The Council regrets the inconvenience caused and remains hopeful that the May billing run will be free of “glitches”. However, as you will appreciate, we will still require your input to ensure that is the case. Foreign Nationals: Work Permits It has been brought to our attention that establishments in our industry have been subject to Operation New Broom, an initiative of the Department of Home Affairs (DHA), which uses biometric technology to verify the immigration status of foreign nationals working in South Africa. Under South African law, it is the employer’s responsibility to verify that foreign employees have the legal right to work in South Africa and to ensure that all employment aligns with the specific limitations of their visas. The Department of Home Affairs provides a service which employers can utilise to verify all DHA-issued visas and permits. https://dhadocverify.online/ Zimbabwe and Lesotho Exemption Permit holders have been granted a reprieve as the validity of the permits has been extended until 28 May 2027. Comments from Tracey Ann Smith, Creative Director at MOOD BEFORE Step 1 - All over colour applied using MOOD Highlift Blondes Colour Creams: 12.71 +13.72 + 12%, 60 minutes development time. Addmino-18 step 0 Hair Reborn Elixir was used to repair the hair pre-chemical treatment. Step 2 - Full head highlights in Paper Not Foil using MOOD Blue Bleach Powder which lifts up to 7 tones + 3% for clean level 10 lift, 30-minute development time. Step 3 - Moody Toner 928 + 1.5% applied at basin, 20-minute development time. Ratio 1-3 5. The full Addmino-18 system applied to protect the hair throughout the colouring process. Step 4 – Hair was prepped for styling using MOOD Hairstyling Bodyguard Lifting Mist, Addmino-18 step 3 Hair Reborn Leave-In Treatment and MOOD Hairstyling Bodyguard Heat Defender Spray to add volume and hydration to the hair before heated styling, in addition to heat protection. Step 5 – Hair was then blow-dried to add lift at the roots, body throughout the hair and to give the hair a smooth finish. Step 6 – Hair extensions were added into the hair, supplied by Remi Cachet, to provide the hair with further volume. Following colour: Step 7 – The hair was then styled with a large barrel tong all over flat wind to provide the hair with a more undone yet sleek finish, being left to set using MOOD Hairstyling Bodyguard Extra Strong Hairspray. Step 8 – The hair was then gently combed out to provide softness and finished with the MOOD Hairstyling Bodyguard Shield & Shine Spray to illuminate the beautiful new blonde hue and to give the waves a polished finish free from frizz. - EOHCB: Why Employers Must Take The HBSI Pension Fund Seriously
The Hairdressing, Cosmetology, Beauty, and Skincare Industry (HBSI) Pension Fund is not just a legal requirement—it’s a business obligation with serious consequences if ignored. Employers are at the centre of making sure their employees’ futures are protected, and compliance with the Pension Funds Act is non-negotiable. Your Legal Responsibilities as an Employer By law, every employee between the ages of 15 and 60 in this industry must be part of the fund. Employers are required to: Deduct the employee’s contribution (6% of salary, 6.5% in KwaZulu-Natal). Match this contribution with an equal employer payment. Pay both contributions into the fund within 7 days of deducting from salaries. Failure to comply with Section 13A of the Pension Funds Act is a criminal offense. Company directors and owners can face personal liability, and the Financial Sector Conduct Authority (FSCA) publicly lists defaulting employers. Why Compliance Matters for Employers Legal protection: Paying contributions on time keeps your business safe from fines, prosecution, and reputational damage. Employee trust: Staff rely on these savings for their retirement, as well as benefits like funeral cover, disability, and critical illness payouts. - Creating Cuts That Are Strong and Beautiful With Akin Konizi
When we think of strong cuts, we usually imagine something harsh rather than beautiful, but one doesn’t have to come at the expense of the other. For Akin Konizi, international creative director of HOB Academy and leader of the British Hairdressing Awards Artistic Team of the Year, the real skill lies in achieving both at once. “A great haircut should make a statement, but it should also flatter the client,” he says. Akin shares his top five tips for creating cuts that are both bold and beautiful. 1 Start with architecture A strong haircut is built, not styled. Before you think about softness or finish, you need a solid internal structure. This means understanding head shape, bone structure and natural fall. If the architecture is right, the beauty comes naturally. I believe that decoration without structure is temporary; you must design the cut from the inside out. 2 Respect the hair’s natural behaviour Strength doesn’t come from forcing the hair to do what you want it to do, it comes from working with what’s already there. Allow your cutting to be guided by natural growth patterns, density, texture and movement. The most beautiful cuts are the ones that look styled even when the client does nothing with it. 3 Precision creates softness There’s a misconception that precision cutting leads to harsh results but it’s the opposite. Clean, accurate lines allow you to control weight and balance, which is what creates softness. A casual approach to cutting creates accidental texture while precision cutting creates purposeful movement; it’s about creating a look that is refined rather than severe. 4 Balance strength with movement A strong cut needs to be balanced with elements of fluidity. Whether it’s subtle graduation, invisible layering or carefully placed softness around the face, these details stop a cut from feeling static. 5 The finish should support the cut If a haircut only looks good after heavy styling, it isn’t truly strong. A great cut should reveal itself in the finish, not rely on it. I always check my work with minimal product or styling. If the shape holds, the balance feels right and the hair still looks beautiful without effort, then the cut has done its job.
