- EOHCB: Workplace Approval for Occupational Qualifications
Workplace approval for Occupational Qualifications is a process by which a company or site is approved by a relevant Sector Education and Training Authority (SETA) to host learners to obtain the required workplace exposure whilst accruing an Occupational Certificate. Learners enrolled for Occupational Qualifications are required to log workplace hours in order to apply for and be eligible to do an External Integrated Summative Assessment (EISA). Each Occupational Qualification has its own workplace approval and approval is required for both full and part occupational qualifications. In order for companies/sites to apply for workplace approval certain components of the actual company/site need to be evaluated. This evaluation is done by the relevant SETA and requires the following, but is not limited to: 1. Company/Site Resources: The company/site (employer) requires office equipment, relevant practical facilities, internet access, record record-keeping mechanism, and storage for records (strongroom). 2. Mentors: Each workplace must have mentors (qualified individuals in the relevant occupation). Letters of appointment of these mentors, their curriculum vitae, and relevant qualifications must be submitted as part of the workplace approval application process. 3. Legal compliance: The employer must have a Compensation for Occupational Injuries and Diseases (COIDA) letter of good standing, Occupational Health and Safety certificate and declaration of compliance, and a payment declaration (EMP201) in which the employer declares that total payment together with the allocation for pay-as-you-earn (PAYE), Skills Development Levy (SDL), and Unemployment Insurance Fund (UIF), and or Employment Tax Incentive (ETI) to the South African Revenue Services (SARS). 4. Workplace suitability and host sites: The workplace must have access to public transport, and restrooms, and be compliant with COVID-19 regulations. The above is all accessed to measure the employer’s competencies to obtain workplace approval and to host learners. Applying for workplace approval An employer who wishes to apply for workplace approval must express interest via email – workplaceapplications@serviceseta.org.za . The relevant application forms will be communicated to the employer and once completed, it will need to be returned using the same email address. When applying for workplace approval, along with the application form(s), the company will need to provide its full company details as per registration, company representative details, contact number(s), and physical address information. Along with the application form(s) and proof of company registration, the following documents will also need to be submitted: COIDA certificate; UIF compliance certificate; OHS Declaration form; and Mentor Matrix. Appointment of mentors The employer must provide mentors to the learners. The mentor/learner ratio is 1:10 learners, i.e., one mentor per 10 learners, or as stipulated in the qualification. A mentor must have relevant work experience and/or a qualification relevant to the experiential learning the learner must receive. The mentor matrix must include the following: The mentor’s name and surname; Year’s experience; Designation; and Qualification level for each mentor. Mentors must be available during monitoring visits by the relevant SETA, and the minimum mentor and learner interaction must be monthly. The workplace approval standard operating procedure Site visit Physical and or virtual site visits are conducted by the relevant SETA. An employer must attend the virtual site visit to virtually show the various sites (if virtual). Each workplace must be evaluated in order for approval to be considered. The employer representative and mentor representative must also be present. The site visit will test the site for the following criteria: Company resources (office equipment, facilities, internet access, and record keeping/storage); Legal compliance; Workplace suitability; and Mentorship compliance. Remediation Where an application for workplace approval is not complete, the employer has 21 days from inspection to remediate the gaps. An extension of the 21 days may be requested formally in writing. Non-compliance after 21 days will result in the application being declined. Compliant application Approved workplaces will receive formal workplace approval letters from the relevant SETA. Each employer will be issued with a unique workplace approval number. The application will be specific to each qualification for which the workplace approval is granted, and if the employer wishes to extend its scope, a new application must be submitted. An employer with multiple workplaces needs to apply for approval for each individual workplace. Occupational Qualifications in the Personal Care Sector Currently, there are 2 (two) occupational qualifications registered with the Quality Council for Trades and Occupations (QCTO). Services SETA is the Development Quality Partner for both of these qualifications. - Bargaining Council May 2025: Wage Schedules, HBSI Pension Fund, National Qualifications & Maternity Claims
Important Reminders HBSI Pension Fund and Exemptions Membership of the HBSI Pension Fund is compulsory for all employees who fall within the Scope of the Main Collective Agreement, and employers are obligated to ensure the contributions are deducted and paid over to the Council. If an exemption is applied for and not granted, or no exemption is applied for, charges will be raised. The Council, in line with its obligations, will raise pension contribution charges for all employees in the absence of an exemption being in place. Please note further that the non-payment of contributions from employees is a criminal offence. National Minimum Wage: Wage Schedules Establishments are reminded that the Wage Schedules have been adjusted to align with the increase to the National Minimum Wage and are on the Council’s website. www.hcsbc.co.za . PLEASE NOTE that the employer portion of the Pension Fund contribution is also factored into the calculations, which in some cases results in an hourly rate that appears to be below the National Minimum Wage rate. However, the hourly rate PLUS the employer portion of the Pension Fund contribution together does not fall below the minimum prescribed by the NMW Commission. For Example: • A Basic salary of R5569.59 (R28.56 per hour) + Employer Pension Contribution of R187.64 = R5757.23 per month • R5757.23 divided by 4.3333 weeks = a weekly rate of R1328.60 • Divide by 45 hours per week = an hourly rate of R29.52 , which is above the NMW of R28.79 per hour. The above calculations are in line with the Labour Appeal Court decision in Quantum Foods (Pty) Ltd v Commissioner H Jacobs N.O. and Others (2024) 45 ILJ 71 (LAC) (18 October 2023). Opportunity for City & Guilds Industry-Qualified Hairdressers to obtain the South African National Qualification Establishments are reminded of the opportunity for City & Guilds industry-qualified hairdressers to apply for the fully funded ARPL Trade test to obtain the South African National Qualification . Opportunity for City & Guilds hairdressers to obtain SA qualification.pdf Please share this information with eligible employees and colleagues. Sick Pay Fund: Maternity Benefit Claims There is an increasing number of maternity benefit claims that are being submitted late. Establishments are requested to remind employees that Maternity Benefit claims under the Sick Pay Fund must be made after the birth of the child, but within 90 days of the birth. S ee Sub-Clause 6.2 and Clause 8 of the Sick Pay Fund Rules. Sick Pay Fund Rules.pdf HBSI: Section 13A of the Pension Funds Act: Responsible Person Employers are reminded that they have a legal duty to provide the Fund with details of the Responsible Person in their entities and to take note of the consequences of a failure to do so. versbatim112.cdr The HBSI Pension Fund has issued a request for all Employers to provide the names and contact details of the responsible persons for their entities. 2025-Section-13A-Information-request_3.pdf The Forms that have been circulated should be submitted to hbsipension@prevue.co.za Council Staff: Appointment of Legal and Compliance Manager The Council is pleased to welcome Mr Johan Steyn as the Legal and Compliance Manager for the Council. - EOHCB: Mental Health and Wellbeing In The Hairdressing, Cosmetology and Beauty Industry - Ethical Considerations of Approaches
In the fast-paced world of hairdressing, cosmetology, and beauty, professionals often find themselves in a unique position to influence their clients’ mental health and well-being. While the primary focus is on enhancing physical appearance, the impact on mental health cannot be overlooked. The Role of Beauty Professionals Cosmetology professionals often build close relationships with their clients, creating a space where clients feel comfortable sharing personal stories and struggles. This trust places cosmetology professionals in a position where they can positively impact their clients’ mental health. However, it also comes with significant ethical responsibilities. Ethical Responsibilities Recognising Boundaries : While cosmetology professionals can offer a listening ear, it is crucial to recognise the boundaries of their expertise. Providing mental health advice or counselling should be left to trained professionals. Instead, cosmetology professionals can offer support by listening empathetically and referring clients to appropriate mental health resources when necessary. Creating a Safe Environment : Establishing a safe and welcoming environment is essential. This includes respecting clients’ privacy and confidentiality, ensuring that conversations remain private, and creating a non-judgemental space where clients feel valued and respected. Promoting Positive Self-Image : The hairdressing, cosmetology, and beauty industry has a significant influence on societal standards of beauty. Cosmetology professionals should promote a positive self-image by celebrating diverse beauty standards and encouraging clients to appreciate their unique features. This can help combat the negative effects of unrealistic beauty standards on mental health. Being Mindful of Language : The language used by cosmetology professionals can have a profound impact on clients’ self-esteem. It is important to use positive and affirming language, avoiding comments that could be perceived as critical or judgemental. Continuous Education : Staying informed about mental health issues and the latest ethical guidelines is crucial. Cosmetologists should seek out training and resources to better understand how to support their clients’ mental well-being ethically. Practical Steps for Beauty Professionals Active Listening : Practice active listening techniques to show clients that their feelings and experiences are heard and valued. Referral Networks : Establish a network of mental health professionals to whom clients can be referred if they need more specialised support. Workshops and Training : Participate in workshops and training sessions focused on mental health awareness and ethical practices in the hairdressing, cosmetology, and beauty industry. Client Education : Educate clients about the importance of mental health and provide them with resources and information on where to seek help. The intersection of beauty and mental health presents both opportunities and challenges for cosmetology professionals. By adhering to ethical guidelines and prioritising their clients’ mental well-being, cosmetologists can make a positive impact that goes beyond physical appearance. Creating a supportive and empathetic environment not only enhances the client experience but also contributes to the overall wellbeing of the community. By embracing these ethical considerations, the hairdressing, cosmetology, and beauty industry can continue to evolve into a space that promotes holistic health and well-being for all.
