Council IT System
The Council is in the process of moving over to a new IT system. You may notice an improvement in the information provided in the body of the email under the cover of which Returns are submitted!
Please contact your Credit Controller should you have any queries concerning your Return. The details of the Credit Controller will be included in the covering email.
Remittance Advice/Written Documents to Accompany Payment
Establishments are reminded to submit a remittance advice/written document to the Council when making payment to the Council. The advice should indicate for which employees the payment is made and/or for which beneficiaries the payments are made, the amount to be allocated to each employee and beneficiary and the time period for which the payment is made.
If no remittance or written document is received, the payments will be allocated according to the provisions of the Main Collective Agreement.
Please note that once paid over to third-party beneficiaries, these allocated payments cannot be reallocated elsewhere.

All Proof of Payment correspondence should be emailed to accounts@hcsbc.co.za. Many establishments have included the info@hcsbc email in their Banking Apps for proof of payment purposes. Please kindly change the address to accounts@hcsbc.co.za.
Please also remember to include your SAL Number as a payment reference and to submit a remittance advice or to contact the Credit Controller for your area concerning any specific payment allocation requests. Please make sure that allocation requests are made before or at the time payment is made to ensure the requests can be actioned.
Powers & Functions of Designated Agents
Designated Agents of a Bargaining Council are appointed by the Minister to promote, monitor and enforce compliance with any Collective Agreement concluded in that Council. A Designated Agent may secure compliance by, amongst others, conducting inspections and investigating complaints.
To monitor or enforce compliance with a collective agreement a designated agent may, amongst others:
Enter any workplace without notice to check for compliance with the agreement.
Request and collect information, either orally or in writing, and ask questions on a matter to which a collective agreement relates.
Inspect records, ask questions about documents, and make copies or take documents for review.
Require individuals to produce or deliver records for inspection.
Examine equipment or materials at the workplace and ask questions about work performed.
Employers and Employees must answer questions truthfully and cooperate with designated agents in providing any facility and assistance at a workplace that is reasonably required by a designated agent to perform the designated agent's functions effectively.
